Wont start it turns over like it wants to but wont .
More likely it is a fuel problem. but could be a spark problem (timing belt has to do with spark) or least likely it could be the air intake. To check if you have the proper spark (coming due to a good timing belt) pull the number one spark plug and use a gapping tool (it's cheap tool but works good) to check the spark plug. If the spark plug has the correct gap then turn the key to watch if it sparks if it does't spark try a new plug if that doesn't spark you may need a timing belt. To check if it is the timing belt you do not really need to check the gap of the plug but if you already have the plug out and it is not the timing belt this information could be very useful. With more info I could probably narrow it down for you, post back if you like.

Is there any white smoke coming out the exhaust? Sounds like the same problem my friend had when he warped his head on his 91 civic. Any overheating at all? Otherwise another guess would be maybe a bad catalitic converter that clogged up. Hope this helps any, good luck

Jumped time. If it runs ruff I would do that too much, you could bend a value.
Fairly common problem, you just need a new timing belt.

Sounds like the fuel filter is dirty and needing to be changed. It's cheap and easy to swap out.
