Replace relay under hood in engine compartment.

Sounds like you need to find the fuse panel and check for blown fuse's first. Could also be the switches are bad as well. The car is 18 years old and things have just worn out. The guys and gals at just about any auto parts store are more than willing to help you figure out what is wrong and/or refer you to a good shop.

One nice thing about Toyota is they tell you what fuses are what on the fuse boxes. There is one under the hood and one under the dash. There should be a window fuse or lock fuse/door fuse something along those lines.

Check first the power window fuse, located in the fuse box, if blown, replace it with the same amperage. If it still don't work, the problem will be the power window switch module. The switch is electronic and when it doesn't work, you have to replace it.
Better go to your dealer and let them assess that switch, they would try the new one to confirm if the switch is to be replace or not. that switch usually breaks down when caught in the rain or just got dirty.

the top mount brake light works off a separate module so that is fine as of now

Ok you have a main fuse that is blown. Or maybe a fusible link.

the power window fuse, which is linked to several other systems, should be in the kick-panel fusebox on the driver's side. there should also be a circut breaker for the motors, probably behind. the glovebox

Their are two fuses that power this system. One is a 15 amp gauge fuse and the other one is a 30 amp main power fuse. You can also check the power main relay, your ignition switch, or i could possibly be a fault in the wiring

It is rare that the power window relay will fail. Personally, I would look to see if there is power at the master switch on the driver's door. Anywhere. If the is NO POWER, you have a broken wire between the door & the LF kick panel where the wires come thru the body into the door shell. If there is power, the master switch is narmally the culprit
