It is an electrical relay problem, that is part of the EFI system, I had an Audi of about the same age with the same problem many years ago. The relay was under the dash to the left of the steering wheel. Sorry, can't be more precise, but the dealer at that time had the relay in stock and one mechanic at the dealer gave me enough info to find the relay and replace it, and that solved the problem

Feb 1, 2012 - My Car 58 S3, as of last night decided to start revving whilst on idle, I found a clip ... I can do or is it going to be a trip to audi for them to pull my pants down! ... Lots of members all over the UK have VCDS, have a look at the VCDS .....and as the engine warms up it'll auto-rev to 1000rpm every time i sit at idle.

I would definitely have your Idle Air Control valve checked/replace....I've had them stick at around 3000 rpms, even while driving, and couldn't stop the car without turning off the ignition first....
The car does have a maf, but it is rarely the cause of rough idle. Rough idle is usually caused by vacuum leak, pvc issues, or idle air control valve. What does it do, specifically, and is the engine light on?
had this before its something to do with the computer not allowing the vacumn through via a solonoid valve so i conected it direct with a little T to the output side of the vac pump ,worked a treat after that ,then realised i should have just joined the pipes together by passing the valve but i had been on a good night out the night before ....
i am having the smae problem with my vw polo tdi apart from its like my turbo cuts out completly and the car will not rev over 3000 at all. there is know lights on in the dash but if its dry weather the car is fine. not to handy when u live in scotland HAHA
Sounds like idle air control valve sticking. If i remember correctly, the idle air control valve is built into the throttle body. This is the part that connects between the air filter and inlet manifold. take this off and clean thoroughly with carb cleaner. if this does not work, then renew part.
rx7`s should rev to 3000 when started cold then it should settle to 750 to 1000 after about 30 to 60 seconds. mine suffers a similar problem. so far I have been told various answers, mostly involving the bac valve, lambda sensor, air flow meter, etc. try starting of by adjusting the idle adjust screw (on top of the throttle body under plastic cover) this may be all it is. I have not had time to do mine. Its been fine otherwise and idles fine after a few minutes. mine is non turbo 87.
