It holds 30 oz.of R134. Temperature is relevant to refrigerant the warmer it gets the higher the pressure. If the air coming out of the ducts feels cold and "Crisp" you have enough. There is usually a sticker inside the hood or somewhere visible indicating the quantity and type of gas for the A/C. I suggest you take a careful look, I'm sure you will find it
You should not have to do anything to charge that AC system, except to start the engine and turn on the AC to maximum, then charge the AC system, when there is enough pressure in the system the low pressure switch will trip the AC compressor on and you can continue to fully charge the AC system.
Does it have the correct amount of freon, it can still blow cold with the wrong amout of freon, this will damage the compressor,you may also have a bad cycling switch or bad high preasure switch and even a bad connection to ac system,this first thing is to make sure the correct amount was installed,
check the low side of the jeep while it running and see what reads with a gage for R134 dont over fill it put correct amount in if that dosent work the compressor got problems. R134 eats seals and cause major problems in the compressors If you over fill locs up the ac compressor ok
