Engine will not start

28F IS NOTHING CARS CAN RUN AT -30F
MINUS 30 F. FOR SURE, WITH 50% AF COOLANT.
SO DOES IT CRANK FAST, OR NOT, KEY TURNED TO START.

THE BATTERY IS WEAK , THUS THE JUMPER CABLES JUMPS. (DID THAT/)
SEEMS LIKE BAD FUEL TO ME
HOW OLD IS THE FUEL>?
HOLDING THROTTLE DOWN HINTS ME THE IAC IS DEAD/ DIRTY GUMMED UP. OR SPARK PLUGS ARE BAD.

Could be a lot of things - fuel, ignition, pollution control, etc.- you will have to narrow it down.Your car should have OBD1 capability, but you will have to find a code reader that will specifically work for it.

Could be anyone of a number of thing's , sensors , ignition module , engine computer , fuel pump going bad etc.... Do you want to just start replacing parts ? Your best is have the vehicle diagnosed at a qualified repair shop . Or there are videos on youtube on testing engine sensors , fuel pump etc.... A crankshaft position sensor could be a likely suspect . Diagnosing Intermittent Stall Concerns

Possible anti theft but I think that you have a blown fuse go to ford owners manual.com and register for free then download the manual then go to roadside emergencies and your fuse box diagrams and values for ignition and fuel pump as well as others //// when you put the key in does the pats system light start to rapidly flash or does it go out while cranking if rapidly the anti theft is activated or somehow your key was erased check PCM fuse ignition fuel pump coils injectors

disconnect power supply to fuel pump, then start engine when engine stalls fuel pressure released

COULD BE FAULTY FUEL PUMP RELAY.LOOSE WIRE IN THE IGNITION SWITCH.

lines may be clooged. I would disconnect the fuel line and cranck the engine and make sure fuel is reaching to the engine.

Try replacing the oil sending unit, Some years had a fuel pump shut of built in to the switch so if the oil pressure went down it would kill fuel pump to stop engine damage. Yours may be faulty

Fuel pump,Fuel pump, Fuel pump,,, high mile cars will always out live their fuel pump. The stalls will become more frequent. But first change fuel filter if it has one outside the fuel tank, if it has it in the tank just replace the pump at the same time. Also next time when it stalls bang the bottom of the tank with your hand and try starting.
