My 99 Subaru Impreza 2.2L standard was started twice in a row, with'in a few minutes, then on a third attempt would not start or even turn over at all, only noise is the ignition and key, battery has been charged and tested, the starter and cylinoide removed and tested, I am wondering if it is the ignition and more importantly if the ignition can be removed from the steering column or if the whole steering column is one sealed piece?

Hi there i had the very same problem on my 98 impreza 2l turbo, this was caused when i removed one of the catalytic converters from the exhaust, i was hitting the 'fuel cut off' because i had increased flow through the exhaust causing the boost pressure to rise quicker and higher. this happens at 18.8psi of boost pressure, i had to get mine taken to a rolling road to be fixed but touch wood have ad no problems since, hope this helps.

If there is one - In trunk - directly behind the gas filler door - behind trunkliner (carpet)
The cable should not have any problems... use a partner to hold the door release and try and pry it open with your fingers.
The spring popper may be bad.
Try this if you dont have an assistant :D
I had this problem with my STI -- easy to fix by bending the little metal on the inside of the fuel door that provides the spring action to open the door. 5 second fix

Try replacing the transmission filter and the trannie fluid. Mine would only go in reverse, and now it drives pretty well. This year has a screw on filter. Hope this helps

I would start swapping relays w/ the starter relay to see if it's just a bad relay, check all fuses. The ignition key lock cylinder is removable and can be service separate from the steering column.
