The green light on the lower left dash board comes on when I push it on but it will never actually kick in whne I push the button the the steering wheel to engage the cruise control...I gave a cursory go-over on the fuses but is there something else to help me in solving this nonaction.

If the parking brake light comes on, it would indicate to me that the switch on the parking brake peddle may need adjustment. This would also deactivate the 4x4, you would not want to drive around with the brake on. Not sure about the fan blower and cruise but all are in dash and the dash does have a common ground behind the lower left kick panel. A loose ground connection can cause much havoc.

That toggle switch is for the security system. That year miata never came with any switches for the soft top of any kind. Most likely that is an aftermarket alarm system. Most factory alarm systems do not come with a toggle switch.
The valve your looking at is by the gas pedal that is the actuator it applies and releases the cruise control there's another unit under the hood that is the module it has a cable coming out of it on the end it maybe frozen from ice accumulated on it
same thing. plus, none of my brake lights work. Wondering if they are tall tied together.
probably a brake switch located under your brake pedal. I have the same problem with the cruise control but i have brake lights.
