There are teeth on the fly wheel and you may have broken one or more teeth. You may have to replace the fly wheel. When you turn the fly wheel by hand you make the good teeth so the starter will work.
In most cases the rack assembly comes out through the wheel compartment on one side or the other. You must remove the tie rod ends, power steering lines and then the rack itself.
why not just replace the turn signal switch must faster and safer . buy one from your local parts house then you can see its not that easy to install but you can do it with a little help
