Under your hood is a main relay box. It may be in there, or somewhere near the drivers side door in the dash. Check your owner's manual if you have one, it will lead you to all the fuses your car has.

Have you checked for voltage at the lighter? have you checked the ground wire. Look for broken or frayed wires.

put a circit breaker in place of fuse. use a regular compass and run the compas around wiring and if compas moves thats where the short is within 6 inches. shorts create a magnetic feild

Check the wiring of the lighters themselves,they may be loose or disconnected. Also,both lighters may possibly be burnt out.

The fuse box will be located on the drivers side on the firewall. The fuse for the cigarette lighter is the one marked with DM and the radio will be marked RDO.
