My 2003 Chrysler Sebring starts but the speedometer goes crazy as does everything else electrical in the car. If I turn on the headlights, the windows roll down, if I turn on the wipers, something else goes on. It acts like there are shorts in every system but that's not possible. Could it be the ECM?

the ECM ( engine control module) is responsible for the engine operation
you have several control modules all connected by a canbus unit which allows each one to communicate
could possibly be a bad ground , or harness connection

you need to loosen the clamp on the throttle body and unplug the map sensor then there are two clips on the other end pull that out and you should be able to pull the filter out you don't need to take the box off.

I would look at the alternator. I had a grand am that would do that to me, even with a brand new battery. The alternator output wasn't able to run the vehicle and charge the battery. Alternators are picky things, especially being in Canada (which I assume from the KM), the hot and cold cycles don't play nicely with the brushes and core. I'd have the alternator checked and replaced if needed.
