You should never have to adjust it, it is adjusted by the computer using the IAC (Idle Air Coltrol) valve.

Why do you feel that you need to?

if the idle is too high or too low then you have a problem with the car that needs to be adressed, not the idle

How to adjust the idler arm in a 1991 buick century 3.3 because its idling high

The idler arm would be in the steering section for a car with a steering gearbox.
Your problem may be a vac leak, or the idle air control valve is sticking open. The idle speed is controlled by the engine computer, so there are no adjustments.

How do you adjust the carburetor on my 83 buick regal limited 4.1L-v6

There should be an idle control motor on the side of the carb. The computer controls idle speed by moving the stop on that control motor. The stop is adjustable and there may also be a base idle adjusting screw near the control motor.

Changed the tps and now have a fast idle

Try this: with car running, disconnect the tps wiring harness. After a few seconds, reconnect it. Once it's reconnect, the idle should adjust itself.

Adjust a TPS Sensor on a 1992 Buick 3.3 V6

Normally you would use a scanner - you might be able to use a meter to measure the resistance in the sensor, I think it should be near zero when the throttle plate is closed.

must have a adjuster on it somewhere i would have thought ,but as iam in spain and never worked on one i have no idea where it is ,as its an old car the adjuster is most likely on the alternator or the power steering

U are telling me what you did as far as a repair goes but you are not clearly stating the symptoms or the actual problem, please explain what is going on here and when it happens, cold engine etc, as much detail as possible, and you should never adjust the idle speed, have u cleaned the throttle valve and the upper intake?

Saab 95 2002 3.0l v6 turbo. when warm, starts to

Have you had your mass air meter checked or replaced? This is the unit attached to the air intake hose behind your air filter. It senses the air temperature, speed, density, etc... and adjusts the fuel/air ratio to keep the vehicle running at "peak" performance. Also, check your TPS (throttle positioning sensor) it can also cause the problem you speak of. The TPS adjusts your engine speed/idle etc. and also compensates for hot/cold changes etc. This is roughly a $35.00 part and in most cases usually an easy fix.
