Hello! Put the (+) probe of a voltmeter set to read 12 volts on the Black/White wire on the starter solenoid and the (-) probe to ground...turn the key to start if you do not read 12 volts the starter relay contacts are not closing (when you hear that click it is the starter relay pulling) this negates the neutral safety switch as a problem...If you do read 12 volts on that wire then the starter solenoid is defective...Make sure you have a solid ground to the chassis...Guru...Saailer

If the gentleman doesn't answer back on a test to see if battery is present on the other side of the starter relay contacts, the vehicle shall remained PARKED....

This may actually be a problem with the starter solenoid and not the neutral safety switch. If when you try to start the vehicle and you are only getting a clicking, then I would replace the starter solenoid which is typically found on the passenger side firewall. If not there, then on the starter itself.
Before investing in starter parts...does your Rodeo start with a battery boost...(jump start)? If so, the battery is definitely a bad cell...you can have this tested for free at many auto parts stores...sounds like you are on track. Hope this helps.
