Most likely the cause is due to worn brake pads, but ther are other cause for this instance like weather conditions or low brake fluid level or warped brake rotors due to high heat i would check the pads first cause its the simplest cause and usually the cheapest but always work from the simplest to the hardest
If you brake in snowy or rainy roads it will do that. Or if you break too hard

SOURCE: Brake fluid leak on driver side rear wheel, anti-lock brakes area
you should be looking for the drivers side wheel (brake) cylinder it is inside the drum with the brakes at the top usually, look at the cylinder on each end there is a small black rubber cap, pull it back a little in one spot and see if brake fluid runs out, if so replace it. Also possible that the brake line is leaking, so check it out too.

hi from uk after supporting car on stand or blocks ? remove wheel then you will see x head screwsx2 remove screws then release handbrake drum should now rotate freely you may need to lightly but firmly tap the drum off the hub if you have an old vac ? use it to vac the dust from shoes and drum ? if your shoes are ok ? then make sure the auto adjuster is free and clean? if your h/brake travel is high and the reason for checking brakes? then notch up auto adjuster a couple of clicks at atime whilst keep trying the drum fits so the shoes are just enabling rotation of drum by hand then press b/pedal a cople of times to centralise shoes to drum ? if drum still rotates freely with no binding on shoes ? then re assemble carry out same proceedure on other side ? do not adjust brake cable! unless you do adjustment as above you may/will find your h/brake is better /less travel ? also your foot brake will feel better and less travel ? hope this helps you but if you req further info/assistance by all means come back to board best wishes from lancashire uk
SOURCE: Rear brake pads were replaced. Rotors are hot and
if both wheels have this problem check the flex brake hose that comes from the frame to the rear axle,if only one wheel has the problem it could be the caliper or that wheels flex hose, also check the slides on the caliper or the caliper bracket the brake pads have to be able to move after pressure is released,in most cases the slides freeze up causing one brake pad to constantly apply pressure.and there for heating up the rotor one other thing is your emergency brake cable hanging up.
