2000 Toyota Celica GTS headlights out
The globes filament for low beam are most likely both blown . Check if the plug is getting voltage when the low beam is on or buy a replacement globe and check if this is the case.
How do you know both low beams stopped at the same time ?
They most likely blown at different times but you notice it when both go out and you have zero light. Had this happen to me on a ford falcon EA . Was the globes.
Try not to handle the glass on the replacement globes if Halcyon globes .
2000 celica passanger window stopped
Passager window can be controlled by the driver's side also (usually). So that drivers switch interacts with the passenger switch then goes to the motor. It's like a 3 way circuit in a house.

-Sounds like dirty air flow sensor. Clean it to see if it will help or not before replace or check other area.

My 00 celica won't start.
doubt if it is the ECU check the ecu fuse in the engine bay cluster and the starter relay are ok check for spark at the plugs and fuel pump is working the fuel pump has a relay ECUs dont go bad due to flat battery if you jump started the toyota without putting the jumping earth lead to your toyota motor direct as an earth ecus may blow the fuse
Engine erratic on idle
changes on idle can be for multiple reasons, including type off gas related to climate or temperature, winter blend in summer or vise versa, if your engine is burning some oil wich all 1.8 do, then have them inspect and replace has needed, also your air mass flow sensor collects dirt over time specially if you run an aftermarket air filter, clean it , all of this if no check eng lite on, other wise refer to codes first.
How to remove harmonic balancer on my 2000 toyota celica gt 1.8l
you need to loosen the alternator to get the belt off then undo the bolt on the harmonic balancer. If you can't remove the harmonic balancer with a few prys you'll need a puller. When putting it back on you'll need to line up the key with the groove in the crank. Once that's done put the belt back on push the alternator back and do up the bolts
Key unlocks but doesn't lock
Lube lock through key hole use a pliers and wiggle. Do not use too much force or you will damage key or lock. Try turning key upside down. If you have another key try that one too. Probably happening from lack of use. If that doesn't work pull off door panel and take lock out and take it to locksmith.

It's hard to say exactly what the issue may be without more information. So, I am going to give you all I know that might apply.
I would begin my looking for moisture involving ignition components. Just drop of water, inside the distributor cap, for instance, could do that. If the distributor cap is completely dry, then start looking elsewhere.
Check wiring for cracking of the rubber or even a crack through to bare wire. The wiring shifts somewhat during cornering, and the "leakage" could become a short temporarily from the ignition wiring getting old and "leaky." You can further check this for previously 'invisible' cracks and shorts by opening the hood at night or in the dark (with good air flow through the room if inside), with the engine running. You are looking for an "aurora borealis" or Northern Lights appearance under the hood. f you do see it, you know that ignition wiring is long past due for replacement.
If the ignition wiring is "tight," continue looking for moisture or a place where wiring might be shorting out by coming into contact with a "grounding" metal surface during cornering.
Lastly, old gas stations with old underground tanks may contain water! Water in fuel can cause a host of problems, one being 'shorting' due to fireplugs failing to fire, among others. Add a bottle of 'Heat' to dissipate any moisture in your gas tank and see if you still have the same problem.
