The IAC will not cause a high idle condition. When it fails all it will do is cause a stall on poor low idle. Generally a high ide is cause by a vacuum leak or a defective sensor. The only way to diagnose this is with a data scanner, a test meter. and manufaturer procedures for the condition at hand. When all the usual possibilities have been eliminated then we have to look at the computer as maybe being the problem or if there is maybe a reprogram tecnical service bullitin but out by the manufacturer.
