Were is the bcm on 2012 Ford 450
It should be in the passenger front kick panel. From what my 11 service manual says, it is a programmable module and you would need to store the configurations before screwing with the BCM. See item 4 in the image.
1999 ford f 550 turn
I am not familiar with this vehicle, but I am confortable with wiring diagrams. I pulled the electrical diagram for the model year 1999 HD/350/SUPER DUTY (which would include your F-550). I would suspect the hazard switch in your multifunction switch/arm/wiper lever. It is the only common thing between the 2 systems, and both are wired through 2 different flasher assemblies through 2 separate wires to the multifunction switch/arm. In fact, the hazard lights are a hot battery item and bypass the turn signal switch for the front turn signals as well as the indicators in your dash.
Try to check if your stop lights do come on when you hit the brakes... if they don't, your problem is really with the hazard switch within the multifunction switch/arm.
I do not know if this switch can be replaced separately from the multifunction switch/arm, but from what I found surfing the net, the whole thing (multifunction switch/wiper lever) goes for about 50$. There are some DIY on the internet to replace the assembly, but it would seem it can be a bit tricky to replace for someone not familiar around the steering wheel portion.

Fixing heating problem of ford
When the vehicle is warm grab the heater core hoses. There is two of them. They go into the firewall at the back of the motor. If both of them are hot then that means you have a leaking heater core a clogged thermostat or air in your cooling system. If only one of the hoses is hot that means your heater core is clogged. It will bea good idea to take one off and run water through the heater core with a garden hose for 3-4 minutes as this flush out any clogs in heater core. Then reconect hose. Take off radiator cap and let vehicle run for 20-30 minutes and make sure there are no air bubbles in radiator. At first there will be many and you will need to keep adding coolant. once allthe bubles stop you know you got the air out
