That unit comes with 2 chargers and you should try them both to see if it is the charger or the battery system in the actual light.

1. There is one battery in each leg unscrew the bottom cap. ...
2. It takes three AAA batteries, and the slot for each one is actually the legs - simply screw off the cap at the end and slide the battery in, and screw it back on.

Replace batteries

It may not be possible if seal is stuck to either surface. Best just open it first. If seal breaks, then either replace the seal if one available or replace the unit

You can remove either the cap or the end and replace the batteries that way. They twist counter clockwise.

I am having the same problem with one of mine. If I turn it down to low it will stay on. (press and hold the down arrow on the back of the light after you turn it on till it beeps, then it works forever).

To take the charge the inbuilt battery must be functional. Once the battery goes bad you will be unable to charge the unit or it will take a small charge and die rapidly thereafter. You may or may not be able to change the battery. It depends on the manufacturer of the product so you should consult the instructions that came with the item if you still have them.

I assume it is an LED flashlight (you did not say). Cheap Chinese-manufactured LEDs will flicker in this way when they go bad. The condition is not repairable... you will need to replace the flashlight. (Save the batteries.)
