You need to check the Video Settings in Skype.
Start Skype - click on Options - Video Settings and under Automatically Receive Video from - select Anyone or Only people in my contact list.

I need some clarification of what you are asking. Are you just not sure what to do with your new account or are you wanting to create a new account on Skype?

Always double check your caps lock key, make sure that you don't have any extra spaces (especially if you are copy and paste-ing) and make sure that you aren't trying to get onto a duplicate account. My suggestion is to sign in with your old information, fix it is your settings and then try logging out and in with the new information.
