Difficult to work out how you are using and wiring this? The pump is under the sink but you have 30 feet of wire going outside? My guess is that the filter is causing too much back pressure and cutting it off. Then pressure is vented off through the filter and it starts up again. Are you using this with a pond? Not an application for this pump I don't think.

Sounds like a well pump with a leaky foot valve. I beleive you are correct in that it air lockes then when you shut it off the water flows back eliminiting the air lock.
you should check the foot valve that would be at the bottom of the well pipe the fasted way to check it is shut off the pump and see if the system pressure drops down
When you turn on your hot water, the pump simply pumps cold water in to lower (cold) side of water heater which in turn forces hot out the top fitting to taps etc. My guess is if your experiencing poor or low pressure on hot water, it is most likely due to a faulty check valve that is located at the hot line fitting of the tank. I could give more specific advice with a more accurate model number. shureflow's website does not have that exact model number. First, turn off power to the pump then try all the screws in the front for tightness. In general those type of diaphragm pumps have replacement parts that can be installed. I am assuming that the leak is from the pump not the fittings on the pump. if it is from the fittings reply and I will help you with that.
here is a PDF of a SIMILAR pump. before you order make sure you have the exact match for your pump. most of the kits run about $15 Here is a good place to look for parts. make sure the material you get is approved for drinking water, or for whatever chemical you are using. There are several types of materials the pumps can be made from and you will need to pick the right one
Also consider the age of the pump it may be a better option to just purchase a new one may be the way to go, especially if you don't want to, or feel comfortable taking the pump apart to replace parts.
There are also complete pump heads that can be purchased as a replacement.

Water water everywhere.... The pump you installed has no way of knowing when to stop. Shurflo also has a pump with a pressure switch that senses pressure drop to turn on and back pressure to stop. I'm sure the dealer that sold you the one you now have will have the proper modell for your application.. Good luck and be sure to put a filter in the line coming from the fresh water tank. There is a filter screen on the pickup tube in the tank (or there should be) if there is a lot of debris in the tank it will slowly start to plug up the screen and reduce the liquid intake for the pump. If that is not the case then take the spray nasals off and clear the debris from them. Hope this helps you.
Something inside is loose, like wiring or a part is lose in there and is shorting out on something or moving just enough for a contact point not to make contact, then when you smack it with your wrench you cause it move back to where it should be and it makes contact which allows it to run again. Take it to a small engine shop and have them repair it and let them know you have an idea what is wrong so they will charge you properly and not burn you, IF THEY HAPPEN TO BE THE KIND OF SHOP THAT WOULD DO THAT.

'Fix' as in it is leaking? Or tighten it down because it is wobbly, or something completely different?
