Samsung TV 4 red blinking lights
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Samsung pn59d6500df display turns off after 5 minutes. Comes back on when unplugged for a while. Cannot see any bad caps.

If Vs & Va voltages will differ to an extent, this type of fault can occur to Plasma TVs. The adjustment to these voltages are possible, and the adjustments presets are there at the power regulator board. Please contact any service technician before replace the power board. Even though you replace this board, you have to adjust the above said voltages after fitting the new power board too.

My tv wont turn on

Samsung TV plasma 60" just quit working while watching it PN60E6500EF it look at the capacitors all are fine any ideas ?

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

My Samsung tv turns on but has no sound or picture ... how do i fix that
Some Samsung tv's have a common fault of capacitors breaking down.
Especially the 32" flat screen model.
If you are not happy changing components your self send for an expert.
However, you may look up Samsung TV repairs on Youtube, there are several step by step tutorials there.
