I have had success with this... Download the photo recovery program http://www.asoftech.com/apr/You have to use a card reader either on your computer or an external USB card reader. Put the card in the card reader, open the recovery program, then select the drive where files are deleted, then press "Start" and wait for it to do it's magic.
You can often successfully recover deleted files from a PC, phone or camera memory card or USB Memory stick, it just depends on what's happened since the files were deleted. When you delete files the data itself isn't deleted, just the index entry that says where the data for those files is located. The space containing the deleted files is also now marked as free space so it is available to the system for any new files to be written there instead. If and when that happens, then it becomes too late to recover your deleted files so it is very, very important to not save any new files or data to the device concerned. If the deleted files are on a memory card or USB memory stick, just don't save any new files to it. One of the easiest ways to see if you can recover deleted pictures is to try some photo recovery software. Recommended asoftech photo recovery as it saved my life many times.http://www.asoftech.com/apr/

Simply put, chances of recovery can be high as long as you act as soon as possible
and stop using the Samsung digital camera to take more photos or videos, also
keep the camera memory card in good shape (no physical damage). Then
you can rely on a digital camera data recovery software to get the job
done and retrieve your photos. Here shows a list of good ones (for
PC/Mac) http://www.digital-camera-recovery.com/You'll need to
connect the camera (mass memory card) to your computer. Then install the
program to start scan & recover your files. Should be easy to get back your lost memories!Regards
Possible Solutions.

2. If still not turning on, try using a little alcohol and wiping the battery terminal(s) on the battery and the battery terminals in the camera. Use a QTip and allow to completely dry before recharging the battery or inserting it into the camera.
2. Replace the battery with new one.
3. On/Off switch may be defective on camera. Charger may be defective. Wire connecting power from charger to wall socket may be improperly connected or loose.

It is very easy to lost or delete important text messages from Samsung Galaxy S4 by accident deletion, carelessly resetting, rooting and other reasons. Actually, these deleted messages can be restored from your Samsung GALAXY S4 (GT-I9500/GT-I9505) at ease.
honestly, the same thing happened to me and none of these answers helped, the camera was off but the lens was still out and had not closed back into the camera as it does when it normally turns off.
The first time it happened i was using the camera in the winter and it was pretty cold out, i tried everything and nothing worked to fix it, everytime i turned it on it was unusable and a few seconds later it would turn off again and nothing had changed, I ended up forgetting about it and leaving it on my shelf for a few months and then in the summer I randomly picked it up and it was working fine again!
I kept using it and didnt have any problems... until this year, 1 year later I once again bring it out into the cold on a winter hike, and now it is sitting beside me, once again unusable with the same problem as before, I guess I will have to wait another while, I will keep turning it on and off again every once in a while to see if anything changes, wish me luck.
