there's an app called RingoLite or just Ringo, and it lets you assign ringtones to your contacts. My bf used it on his samsung phone and he said it works. If all else fails, you gotta do it the old fashioned way and record the song you want as a voice memo lol I believe samsung lets you assign your own recordings as ringtones.

Hmm. Sounds like a "network" issue. I would recommend calling your network. If there is a lock on that, you may be able to recover it from there, but if it's a phone lock you're in trouble. I've never heard of a network lock though. Please rate.
