What year is your Megane? The second generation model from 2002 onwards is know to have power steering issues. It usually involves the steering column being replaced and the electronics may also need to be reset. You'll need to get the whole system checked as the actual steering rack itself can also cause issues. Is it doing anything else when you turn the steering? Is it making strange noises or vibrating as you hold it during a turn? Does the steering get easier at higher speeds?

More information please. What year is this vehicle? Specifically which fuse is blowing and which fuse panel is it in? What exactly is the handbrake doing? Is it slack and doing nothing? I would think its a flasher relay or switch problem, do the indicators work when used via the stalk switch ? if they do then I'd start with the hazard switch

You need to reset the security system. From outside the vehicle: Try putting the key in the driver door. Turn the key to Lock, Lock, Unlock, Unlock. See if this resets the system for you.

Parasitic drain is hard to find. First look for lights that stay on, in trunk, under the hood, the visor lights, door edge lights and the dome light. If that doesn't find it, you need an ammeter on the battery and look at what the amperage drain shows. There is always some because the radio, the alarm and the ECM has residual power. Pull the fuses one by one whilst someone watches the meter. One will show a big drop in drain and that is the circuit where your problem is.
