Circular saw locking bolt turns spindle
There is a button on the saw that holds the shaft still. Unplug the saw and put light pressure on this button while you slowly turn thr blade by hand. When it gets to the hole, the button will drop into the shaft. Keep it pressed down and unbolt the nut.

Usually you will have to remove the blade guard to get access to that. There is usually a rubber stop with a screw going through it that you will have to remove, and a spiral spring clip on the inside of the hub of the blade guard that will also have to be removed and then you should be able to lift the blade guard off the saw. The spring will hook around the blade guard and the other end will hook to the saw housing. Hope this helps!

My water line is stopped up and I am not getting water to the blade.
Remove the line from the pump and ensure the pump is working. If so then replace the line to the pump and remove the other end. If you are getting water from the pump in step one but not in step
two, then I would agree. Your line is stopped up. Simply measure the ID (inside diameter) of the hose. Measure the length and replace it. Because sometimes whatever is in the line will tear up the hose while you're trying to get it clear, so I would simply replace the hose.
