My phillips single oven has power, hard wired
If you have a multimeter I would FIRST turn off the power and disconnect the heating element and do a continuity check on it. Phillips elements are not all that durable, so that is probably the problem, but it could be the thermostat or switch also. Some Phillips also have thermofuses that seem to blow for no aparent reason.
I am using an old white westinghouse electric oven
Either the temperature sensor has a problem (shorted so the control thinks the oven is colder than the actual temp) or a relay feeding the bake or broil element is welded shut and causing one of the elements to stay on. If the elements are still heating when the "ON" indicator is NOT lit, then you have a welded relay. You need the control board repaired.
