8:ect tells PCM engine hot (lies) and cold ,it's bad.
9: if engine does have MAF does it< and vacuum leaks are huge , the AFR goes lean and does as you said.

some EFI run map for starting and idle only then kicks over to MAF for off idle to WOT.
best is can do , no such car in USA no books either.
buy the service manual and read what is there. and not there is the key fixing EFI problems. if are.

My Peugeot 208 radio and touchscreen is completely dead
Go to glovebox, pull off cover to reveal diagnostic port. Access fuse number 18, (yellow 20amp) pull out for a couple of minutes then re insert. May need long nosed pliers and or slender fingers !
If stereo then powers up, press and hold menu and power button for approx 10 seconds, stereo will re boot, fixed the issue on my 2013 208 :)

this cowl when opened UP we see drains if the 2 or more drains Are clogged up with leaves or nests. the cowl floods like a bath tub
and overflows the HVAC fresh air vent, port, (a coffer dam it is)
and flows to the hVAC blower and to the floor., bidda bodda boom.
or super bad rusted car bodies sure do leak.
