Check Tel Line means that the phone is not getting a dial tone. Unless you connect the KX-TGD560 base to a RJ-11 phone cord going to a RJ-11 jack with a working telephone service, this message will continue. I've never used the cell phone link without having a land line connection. The Link-to-cell option for using the handset on Cell 1 (or Cell 2) may still work. You need to have a compatible cell phone close to the base. The phone needs to be positioned where it gets good signal strength. Test this yourself. I hope this helps.
