Most probably the low voltage transformer of in the control panel is open . It has a thermal fuse which is between pin1 and pin 5 of the low voltage transformer. This fuse is however inside the transformer. If you get a DC resistance of about 350- 400 ohms between pin 5 and 6 of the transormer , connect an external 500ma fuse between pin 1 and pin5

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. Unfortunately there isn't one. The workaround is to change the Router Password or SSID to remove the plus + for something else.
