Does the door slide or is it fixed?

is tap to the dishwasher turned on if it is the water inlet solenoid needs to be replaced

Unlikely you have been puzzling with this since 10/20 and have probably found the side mounting screws (with plastic caps) on each side at the front of the frame.

Most dishwashers kick on a valve to fill with water.
There's a float in there somewhere that triggers the shut off to the filling water.
Once water reaches this cut off level the pump should be throwing water thru the wash arms.

If base isn't filling to capacity...Id look to the drain valve.
If it fills to capacity and stops...the pump may be out or something is obstructing it.
