Have a Minn Kota Riptide
Does the splice get hot when you are running the motor? If yes, then the splice could certainly be the problem. I would have replaced the wire completely. However, the problem more than likely is the controller.
Will the minn kota deploy if it is not in the water

Yes It Will And It Will Run As Well ,
Its Fine To Test It Out Of The Water .
Be Carefull Of The Proppeller As It Can Cause Serious Injury To A Person If You Are In The Path Of Its Rotation.
You Can Run It For a Short Period As The Water Keeps The Electric Motor Cool.

I have a riptide st 80 24 volt bow mount co-pilot.
Start to look for the charge state of your battery.
Measure the voltage on the battery connectors when the motor falls out. If lower than 11v your battery is too weak.
Also check all the cables between battery and motor. Check foor loose connection or oxidation.

Old outboard ground wire melting
1. Short in the trolling motor itself
2. TOO SMALL a ground wire. ..need at least 8 gauge wire!!!!
3. Bad/dirty/corroded battery connections
..Make sure your battery/trolling motor is not accidentally touching the metal boat.. DO NOT CONNECT ANY WIRES TO THE BOAT!!! - PERIOD!!.
