No dvd decoders installed
If you are looking to play DVD files i.e. VOB files then you can play it using VLC player.
Follow the below link to download VLC player.
www.videolan.org
VLC player plays almost every file format and it does not needs any extra codec to run the files.

I have sound but no picture on windows media
go to the windows update page and download the lates codec to be able to play video, you need at least windows media player 10 to see new media on the net. If you still need the web page post here and i can send you the link.

Microsoft Outlook
If you attempt to send a message that is too large for your
mail server you may be unable to delete it from the Outbox.
First, try setting Outlook offline using the File, Offline menu.
Wait
about a minute or so or close Outlook and reopen.
If you are unable to delete the message while in offline mode or
cannot
go into offline mode, you'll need to change your default delivery
location.

Add
a new PST using the File, New, Outlook Data File menu.
- Open the Email Accounts dialog on the Tools menu.
- Select view or Change existing email accounts and click Next.

Select
the new personal folders file from the Deliver new email to the
following location list.
- Click Finish and restart Outlook.
- Show the folder list, using Ctrl+6 if necessary, and find the old
Outbox. Delete the message.
- Repeat steps 2, 3, 4, and 5 to restore the original pst as the
default delivery location.
- Show the folder list and move any new messages from the new pst
to the original pst.

Right
click on the new folder's name and Choose Close to remove it from your
profile.

Dell Drivers XP drivers for vostro 1400 ..
Did you download the latest audio drivers from Dell.com? If not here is the link to the drivers for that device based off Vostro 1400 using Vista 32 bit Edition.

How can i speed up my pc?
The single most efficient way to speed up a PC, is More RAM, as much as can be used. A fast SATA HDD, with a large cache. lots or FREE HDD space.

Sticker glue stuck to wood head board, any ideas how to remove?
Heat an iron to low temp . Take a small wet hand towel fold it in half so it's a double layer and place it over the glue , put iron over the towel for a about ten seconds . The glue will be stuck to the towel . You may have to repeat a second time . Good luck .

I do medical transcription. I plug my headphones
To begin with, if there is sound, your audio hub is working fine.
Seems to me that your headphones have a borken cable inside the cord...and that is causing the sound to "bounce" from one ear to the other.
Solution....
Get a new set of headsets.
