So there's a capacitor in there it's a great big dangerous and a magnatrometer which is radioactive and can hurt you too. u cant fix it and dont try transformer / capacitor /magnatrometer either or all are what is bad see the video below please leave this fix alone have a professional do it. the microwaves are very hamrful and the capacitor will kill you if you touch the high voltage terminals before properly discharging them

I am pretty sure that is a very old microwave...for example it was original equipment on a 2005 Recreational Vehicle. I am assuming you have been using that exact microwave for many years, so you are familiar with its use. If it is constantly displaying "3.5" as you say and someone has not just partially input a Time and forgotten to Cancel the Input then it sounds like a printed circuit has gone bad...

the microwave has a short in the power supply it can be the diode or the high voltage capacitor.have a tech check your microwave for repairs.good luck.

If you are in the USA the fuse is rated 110. If not 220.

How do you know there is a fuse, it is fused through the house breaker.

how long have you had it, parts and shop time may exceed the value of a new unit, I do not repair microwave, when they don't work properly I replace them

Make certain that the outlet has power . If so you can check the fuse inside the microwave. I do not know your skill level. My suggestion if it's anything more get a new one. You can get new fuses online and at electronic supply stores.

Press the Power button several times until the desired power level is reached. Each press of the Power button will reduce the power level by 10%. Using 40% power requires pressing the Power keypad 7 times. After setting the power level, then you can enter the cooking time by pressing the number buttons. Then press Start. Your oven has a plug or is wired to a 120volt line. Check this. You may need to Reset circuit breaker.
