That would be the Fluorescent Starter FS-2. To install, gently insert it into the round hole in the light fixture case by the fluorescent light tube so that the 2 round contacts on the FS-2 sit in the mating receptacle, then twist clockwise to lock the FS-2 in place.

I had this problem in the past. I tried all of these fixes but can't remember which one helped. #1 - press & hold ON/OFF button for at least 10 seconds. #2 - press and hold ZERO/ABS button for at least 10 seconds. #3 - press and hold ORIGIN button for at least 10 seconds #4 - remove battery. Press buttons a few times to discharge the capacitor. (yes there is a cap in there). Replace battery and try it. #4 - remove battery. Press buttons a few times to discharge the capacitor. (yes there is a cap in there). Press and hold the ON/OFF button while replacing the battery. #5 - remove battery. Press buttons a few times to discharge the capacitor. (yes there is a cap in there). Press and hold the ZERO button while replacing the battery. #6 - remove battery. Press buttons a few times to discharge the capacitor. (yes there is a cap in there). Press and hold the ORIGIN button while replacing the battery. Hope this helps.
