Honestly I don't think so. If I remember the pump housing is ultrasonically sealed to prevent water entry and is not designed to permit opening for repair.
But there is another way.
If you can't replace the cord, cut off the bad section, leaving as much as you can that's still good; and wire it together with another waterproof extension cord through a water proof fountain repair cable kit. (Don't forget to use a water-resistant cable assembly or water will eventually migrate into the insulation, shorting the cable.)

By all means, this pond circuit MUST be protected by a GFCI. Water, electricity and a human body don't mix well.

This pump works off of a pressure switch. You can remove the cover on the switch located on the side of the pump.You can either buy a switch repair kit, or you can open it up and take a look and see if the diaphragm is sticking. If you remove and clean the parts, you may have some success. Or, just buy the switch repair kit from your local Little Giant dealer. Good luck!

Little giant WRSC-6 won't shut off
The vent should definitely be connected to a vent pipe. (Does waste water rise in vent pipe, or can it outgas to indoors? If the latter, maybe it would work not connected.) Mine just quit after 17 years; it would come on and not shut off. I figure it was either the switch assembly stuck on, a blocked output, or a failed pump. I pulled it all apart and found that an O-ring in the pump housing was hanging out of the seam. Owners manual warns against taking apart anything in the pump housing, and given its repulsive appearance, I ordered a replacement pump ( about $125.) I was a little irritated at the original plumbers' installation. With all the PVC pipe glued into place, it was unserviceable without cutting all the pipes and replumbing. I'm installing 1 1/2" unions at the three ports, and the next time, it will be removable for inspection, etc. Got top and bottom halves scrubbed out and ready for a midnight trip through dishwasher. So, if yours used to work, either the switch is falsely telling the pump to keep going (switch replacement kits are available), the pump is not moving the water (as in my case), or the pump is trying really hard and maybe a check valve isn't opening to let water out.
