The panel should all light up at which point you need to press cancel. This will reset the control board if it can be reset. If you do not have a "heated dry" button use "saver dry" or "air dry"

Did you check the gauze strainer in the water connector.
To test for voltage, use your multimeter. Turn the machine on and set a cycle, then carefully use the probes to check for voltage.

It is certainly a drainage issue. Check the connectors on the main board or timer dial. Also check the drain pump actually works.
@ronhurley the error code "OE" is a "Drain error " and it is initiated by your washer not having fully drained in 10 minutes. Most common cause is a clogged filter.
