My icom v8000 says off when I transmit how do I fix this

This sounds very much to me like a power supply problem.
If I understand your question correctly, the radio will turn on but when transmitting it shuts itself shuts off. This is usually caused by a poor connection to your battery. Although it is possible to show 12v using a voltmeter, there may not be enough connection when putting the circuit under load. (25 watts is a considerable load)
I would inspect both positive and negative connections (pay particular attention to the crimped lugs) , clean and lubricate them and give it another shot.

Probably not the squelch but the speaker on the VHF. These radios are famous for crapping out when getting wet.
Try listening to the weather radio VHF ch 01, 02, or 03. depending on your location and play with squelch.. Keep in mind they do make external speakers you can hook up.
I have an icom marine radio m505 (nearest model)
First of all check if your antenna cable is in good shape.
Check if there are no shorts in the connectors between the center lead and the screen tress.
Also check if the center lead is soldered into his connector pin on each connector on the cable.
Set squelsh just out of the noise zone.

A 4-amp AGC glass fuse is what you need I believe. Just take the socket apart carefully. (4 phillips screws)
Available at any auto parts store.

Do you have Schematics for heart freedom 20?
here is a lot to find about the freedom 20, but no schematics. My guess is they don't want you to mess around in the box. On the other hand it con't be that difficult, because it is just a battery charger. If the fan is not working, one of the outputs will also not work.
Screen
Ocassionally you can find replacement parts on Ebay, but if the external screen you are referring to is the chassis screen - typically a clear portal in the case to see the actual display, then this is integral to the case and is not replaceable.
