Missing cd for 10x digital zoom f=3.85mm megapixel webcam. Where can I dowload software and drivers?

To find this driver we'll need to know the make/model which is usually located on the device on a sticker or just printed on the plastic. Give whatever info you can from the webcam hardware: S/N, Part No, etc.
We also need to know what operating system you'll be running it on (since drivers are OS specific): Windows, Mac, Linux, as well as the version you're using: Windows 7 or Windows 8.1? 64bit or 32bit?
Once you tell us this we can locate a link for you. Typically the best place to start is with the brand and then visit their website and search for product support for your model.
My android is no longer supported by google play
There are alternative ways to download and install applications on an android mobile device without referring to "Google Play". Android application files are usually .apk files. For the case of actually downloading and installing Google Play, just search for "Google Play apk" file. Sites like "APK4Fun" have most common android application files available open to download. But using .apk files from sources other than "Google Play" isn't always a secure thing to do, so choose at your discretion. If you are having problems installing the application or even downloading it, try a PC android device manager like "MobileGo" by Wondershare. Install the application on your PC and via USB connect your android device to the PC. Make sure USB Debugging is enabled on your device and the device is sync with the PC and not just charging. Once the MobileGo program identifies your android device you can install .apk files to your android device via PC by choosing install app and finding the .apk file on you downloaded on your computer.

If it EVER works, then the problem is not a failed part, but a weak part. The most likely component type to give you such problems are capacitors. But very few repair techs know how to find such problems, and even fewer have the equipment needed to find the bad one(s) in-circuit. The failure mode is high ESR (ESR means Equivalent Series Resistance). The lower the ESR, the better. Capacitors with high ESR cannot stabilize circuits which demand high pulse currents, such as in switch mode power supplies.

Why my notebook dont work without adoter?
It sounds like you might have a loose solder joint that breaks conscription when the board is cold. Plastic shrinks when it is cold possibly shorting a solder joint until it is warm enough to expand the motherboard making the connection again.
Just a guess but that is all I can think of.
