GE Profile PDW9880 rinse arms don't spin
Check spray arms again to see if the very end jet is blocked - or if the spray arm has split? the end jet is angled and that's what turns the spray arm. If you can't clear the blockage, you may need new spray arms. Or try putting the spray arms into a known position, and run the machine - see if they have moved.
The pump may be running, but are you sure it's pumping? sometimes bits of broken glass or pot get into the pump chamber and strip the rotor vanes off. Try setting the machine to wash, make sure you can hear the pump run, then quickly open the dishwasher door to check the flow. If you get a face full of hot soapy water then everything is ok!
Remember that a dishwasher isn't a garbage disposal unit - and remove all food scraps from plates before putting them in the machine. That's what often blocks spray arm jets.

Powdered Soap Dispenser
The soap door doesn't open fully on that model, and usually flips fully open as you open the dishwasher door.
It relies on the top spray arm turning to 'wash' the soap out of the drawer - and that will be the problem.The spray arm isn't turning.
Check the spray arm for blocked jets at the very end - use a pin to clear them out, or replace them - check both spray arms. Make sure the spray arm rotates freely also.
Remember the dishwasher isn't a garbage disposal unit - remove food deposits from plates etc before loading the machine. Run a dishwasher cleaner through the machine now and then. Food like pasta, or fruit pips often get carried to the end of spray arms and block them.
If using a 30 min rapid wash program ONLY and dishwasher tablets, put the tab in the cutlery basket as it wont have time to dissolve fully if you put it in the dispenser.

Yes that's normal for that machine. The soap has to be washed out of the soap drawer by the top spray arm turning, and that's usually the problem - the arm isn't turning. Check both spray arms for blocked jets at the very end - remove blockages with a pin and water flow from tap. In the worst case, you may need a new spray arm - but they are usually cheap.
More points to remember - on a rapid 30 minute wash program only, if you are using wash tablets, don't put them in the soap drawer as there wont be enough time for them to dissolve. put the tabs in the cutlery basket. Also - a dishwasher is not a garbage disposal unit, and uneaten food must be scraped of plates before putting them in the dishwasher. Run a dishwasher cleaner through now and then, or do a full program wash with nothing in the machine to clean it out and to keep spray arms clear.

I misplaced my installation instructions.
Every dishwasher I’ve ever dealt with has at least one way to secure it to the counter/cabinet. The model I have now uses only two brackets at the top. The one in my old house had these plus two holes on each side around the door area that you could screw through then cover the screws with little rubber plugs. The hardware has always been supplied with the unit but I’m sure you could find what you need at your local home improvement store.

try running an extension cord and plugging into a different outlet and see if anything changes, if it still doesn't do anything, jot down model # etc. from label, should be an 800 # to call for tech support, or an email, could be a place to start

Purchased ge dishwasher model ghda674n00bg
I know nothing of dishwashers but such check valves are usually included to prevent syphon-back when there is no air-break in the discharge.
Personally I prefer a high discharge with an air-break but many prefer a permanently fixed discharge which is usually low and in some conditions syphon-back can happen. In this case a check valve is advisable even if local building regulations don't require it.
Dishwasher Not Draining Properly
On many Dishwashers at the bottom ( remove lower rack ) is usually a metal mesh screen Under that screen is the pump inlet .When the screen gets clogged up or even restricted .It will either slow drain ,and or spit it out the breather hole on the air gap .So i think the issue is inside the dishwasher .If its a newer SS tub Then the mesh screen should be metal .However if its plastic then it will be a plastic screen Hard water deposits along with food particles can clog the pump screen
Why is my ge dish washer not draining
Check drain pump spins freely by hand, then check for voltage to pump. If voltage present then most likely drain pump faulty.If no voltage present then most likely relay fault on pcb
