Depends on the terms of the auction - whether goods were offered as seen and without warranty?
If that is the case you are stuck with it unless the manufacturer or another supplier will agree to take the appropriate action on your behalf. If that is not the case, the auctioneer would be in breach of the contract he made with you by supplying an item that "is not of merchantable quality" and he should offer you a refund.
You didn't say how old this new item actually is or whether the recall was still running, whether the recall was for free modifications, free replacements or for refunds.
Generally when there is a recall, the item would be returned to the supplier the original contract was made with.
If the recall was for modification to make the unit fit for purpose, not knowing whether it has been modified adds a further layer of confusion and doubt.
If you can't receive satisfactory service then you have the option of junking it and writing it off to experience, putting it back in an auction or selling it through classifieds or paying a local white appliance engineer to check that it is safe and to make any modification necessary.

Welbilt is no longer in business, and web search suggests it was sold, and manuals unfortunately may no longer be available from other companies. Sometimes ebay.com or other sites have manuals for sale.A Google search led to several fraudulent1 sites.A newspaper report from 1988 suggested that model was recalled for repairs due to safety issues, and should not be used without the repairs.
