It looks like the top cover unsnaps from the end away from the can opener cutter wheel, then unhooks from the cutter wheel end. I got this from https://www.youtube.com/watch?v=lOaMr3y6-n8 . Watch carefully from 0:23 - 0:38 to see how the cover goes on; from that you can infer how it comes off.

pretty much anything can be repaired ---if diy take apart and diagnose problem and order replacement part--or send out to a repair shop in your area ust make sure repair doesnt exceed what mixer is worth

There are no repair parts for this. If under warranty return it, otherwise dispose of it
