What would cause the fan
Any electrical device could fail at any time, age for the most part, does not always mean a thing. It is a roll of the dice. You just cant ever tell when a fan or any thing like this will go out.
What do we set the control at for the winter? 50?
your best bet is to start in the middle, but you should buy a cheap humidstat ( most any hardware store). set the little humidistat somewhere in your house where you have sensitive wood or wood furniture, watch the "stat" for a couple of days and if it is too high or too low out of the comfort zone, change the setting accordingly. i.e. if the humidity is on the low end, turn your seeting up one or 2 more notices, and vice versa if too high. Too dry a house will not only cause a build up of statice electricity, but may also cause your furniture to crack, too high and things begin to grow mole. A humidistat will cost only a 2 or 3 dollars depending on how fancy you want it to look.
Have wired up unit and it seems to only switch off
You wired it right, but your expectation is backwards. This device is intended to turn ON your fan or dehumidifier (or whatever) when the humidity in the room is higher than the setting you have chosen. Suppose the humidity in the room is 50% and you have the device set at 40%. In this case it will be on and will remain on until the humidity in the room drops below 40% (plus or minus whatever it's margin is). Now suppose that you decide that 60% humidity in the room is acceptable. So you turn the device UP to 60%. That's higher than the current level in the room of 50%, so it turns your fan (or whatever) OFF.

Lights don't give full light
didn't know you could use a fantech dimmer for regular lights.. try a regular 3 way switch in both places and see if you get full brightness then replace only one of the switches with a 3 way dimmer and see what happens.. you can only use one dimmer on a 3-way circuit

What do set the thermostst at? and do you keep it on all the time
Your first problem is the AEV1000 come with a Dehumidistat on not a Thermostat.
Best place in Summer time is 90% or unplug the unit if you open your windows.
Best place in winter time is around 40%-50%
For the manual. contact Fantech at 1-800-565-3548 ask them for the 1 or 2 page manual for MDEH1 They can email it to you of Fax it. They can probably even Mail it.
I have central air and
Does it look like a box with four flex ducts or pipes coming off of it? if so its a fresh air/ heat recovery ventilator, supposed to bring in fresh air, keep in mind, the outdoor unit does not bring in air, it is just a pump to the indoor unit. that unit may be running independently, or wired incorrectly
Two switches with two hallway lights-one delays going on.
What it sounds like to me is that the second light may have fluorescent bulbs - either the compact fluorescent type or maybe a circular bulb. The fact that when you turn off the switch and then immediately on and it works fine, also makes sense if that is the case.
