How do I let the stroller down?
Kindly follow the steps below to fold the stroller:
- Use the ball of your foot to push down on the brake lever, located near the rear wheels of the stroller. Gently push on the stroller to confirm that the brakes are set. Grip the front edge of the stroller's canopy, if present; pull the canopy back towards the rear of the stroller.
- Push the tabs securing the ends of the harness straps to the harness buckle. Pull the straps aside and remove the child from the stroller.
- Kneel down next to the stroller's front wheels. Locate the locking mechanism set in between both pairs of front wheels. Use the locking mechanism to disable the swivel feature on the front wheels.
- Pull the stroller's seat back down to the lowest position; some models may feature locking mechanisms located on the sides of the stroller or built into the handlebar. Lift any latches securing the sides of the stroller in place.
- Push the handles of the stroller downward. Push the rear section towards the front of the stroller until the device is fully folded. Clip the storage latch located on the side of the stroller to the side of the handlebar.

I have an Evenflo Easy
Why not replace both rear wheels with 2 wheels from another stroller (not necessarily the same model as yours). I bet you could find something that will fit in, regardless it is the same model or not.

How to make the seat go back on the stroller?
On the back of the seat (under the handle) there shuold be a little plastic lever, if you pull that up it should lie the seat down, and to raise it you just pull the lever again and push the seat up,
Hope this helps

Sorry for my English, but nobody wants to teach me English in communist Poland twenty years ago :)
The wheels on the rear
Sounds like it somehow got overloaded. Did anyone step on them? Single strollers are typically tested to hold up to 100 pounds, which is well above the weight of a child and their gear. Regardless of what happened, contact Evenflo directy and see if they will replace the rear axle and wheels. You can't by replacment wheels at any store.

Straps on back of carseat seem to be put together incorrectly
Those go a certain way and no other. For future reference the way to remove the belts is to release the metal oval under the seat and bring it up thru the holes in the bottom of te seat, then out thru the back. You have to undo the clasp and chest snap. Now....you have quite a problem as the straps are responsible for saving a life in the event of a motor vehicle accident. This being said you can try and slip the doubled over ends thru the end that is most narrow, slides into the track and the wider part snaps over the keeper on the seat itself, a little snapping plastic button. Next it goes under the lockdown and up into the first hole. You will need to compress the adjuster of the locking mechanism to get it up thru. If you can do this the next step is down thru and out the end of the locking mechanism. If the holes are too bound up and wont let the end of the belt thru, you may need to cut off the very end and re-thread it, then fold over the material and resew the end over itself to reform the stop. Cutting a belt is a last resort so make sure you are careful and that it is working properly. Otherwise, go buy a new seat. Good luck
