To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main digital board./

First, I'm not an ELEMENT TV tech. But I do have a background in electronics.
* I checked youtube for "ELDFT406 tv" and there seems to be a lot of problems with this set. Looks like your LED back lite is not working. This can be repaired but as it come outside the USA and may not have a repair center in your area. I suggest returning it for refund or replacement. Though I would prefer a cash out and get another brand.

It isn't worth the price even if you try to do the job yourself. Replacing the screen can be done, but a complete disassembly of every part inside the TV is necessary in order to get the screen to come out.
That depends on the inputs on the sound bar. Some have both RCA style connectors and others have a fiber optic cable only. If your TV has an optical output connection (may be covered so the red led doesn't shine on a wall) Obtain the cable needed for your particular setup and connect them. In the audio setup section of your TV you have to select external or optical to energize the port you're connected to
