I am ASSUMING you mean power on, right. Is this an AC powered unit or DC? If it's DC make sure when you connect your volt meter from the - to + terminals that you are getting a +48vdc. If you are installing this in a telecom facility chances are the power plant is -48vdc which would mean you will need to connect the ground side to the positive terminal and the source side to the negative terminal.If you are using AC verify again with a volt meter that you have 110/120vac and that the plug is properly grounded.
