Take the old pulley to a shop where they sell pulleys and try to match it up. I did that with my lawn tractor and found one that worked.

Be prepared for sticker shock on maintenance. The belt is not a standard "V" belt and a replacement one is $40.
I was not pleased when trying to replace the belt. Like you said, there are no instructions in the manual, and it is not a simple job. The pulleys are made from cheap casting metal and one of my pulley halves cracked and came off from one of my attempts.
The secret is to not remove the rear pulley with the spring, but the front one. Then when you go to put the belt back on, put it around the rear pulley first and pull hard on the belt so that the spring in the rear opens up and the belt comes forward. Then you can easily reseat the front pulley half with the belt in place.

I assume this is a solid pin that isn't tight enough. Replace it with a rollpin. Google images if you are not sure what that is. Most hardware stores carry them. If you already have a rollpin, you might have to drill to the next size.

No you don't have to buy Delta's chuck key. MOST drill press chuck keys are very similar but if you do order another companies key and it doesn't fit, you may be stuck with it. If you have a local tool repair center that carries keys you can try one and if it don't work, return it.The Delta part number for your chuck key is 1313104. try cleaning the pulleys buy a good belt (gates) install belt and make sure you have good belt tension

There is supposed to be a snap-ring with covering a cap with a spring that compresses the pulley and holds it together. Maybe one of those pieces has broken or is worn out. Most online repair parts places have an exploded diagram of all the parts and where they go so you can identify a replacement.

can you describe the part, the other part number you furnished are superseded with replacement parts and I can't find this one listed, let me know and I will try and help

not sure if you have a dial on that press to adjust the speed. if it is a dial on the machine make sure you adjust it while it is running.... but it looks like it is belt driven and there will be a series of pullies under the top cover for adjusting the speed.

Check for power at the on switch. The switch on this machine should be electrical so yes it could go out. If it is not the electrical type then I would check to make sure that the internal switch did not brake or go bad.

Where does the white wire inside the battery charger go to it came undone and I don't know which prong goes to

Check the battery has charged or the voltage is high enough to accept a charge.
