Plumber installed a delta multichoice valve trim
not all that familiar with your particular faucet. but in my experience, most plumbers dont put grease on the valves when installing them . the factory just uses enough grease to get the valve in the faucet. if you have extremely hot water and use it . it wont take to long for it to cause this problem.. just an opinion. i cant imagine how the buildings shutoff could have anything to do with your problem.
I have a single handle
check the placement of the valve,, it may be 180 degrees out,, also,, try it with the shower head off, it may be clogged

easy way is to install a shutoff valve on the shower head.
Water is lukewarm, not hot.
If the lukewarm temp is only at one place; for example kitchen , but hot in the bathroom, the problem is with the plumbing in the kitchen. If water is lukewarm throughout the house or apartment, the problem is either the hot water heater, or the mixing valve that is just down-stream of the hot water heater.
