I think your Thermal Paste on the CPU HeatSink might be dry. When this happens it like metal touching metal and the computer shorts out so it can't boot. You need to open the case and you will see 4 screws that hold the cpu heatsink on top of the processor chip. There are lots of videos on Youtube that show you how to replace the thermal paste (sometimes called thermal compound). I'm going to post a link here to one. I normally apply a thin coat of the paste all over the cpu and also on the heatsink. Then I put a coat of the paste in the middle of the cpu just like the video shows. This insures that I have coating all over the cpu and the cpu/heatsink. Don't worry as the video says about letting it dry. Audio is easy...requires little ram to operate. Video today needs 2 GIGABITS or more for VIDEO. A lot depends in the Motherboard Processor also. If it is old, the main processor is no doubt slow. High speed internet is faster than some computer speeds and thus the computer is trying to buffer (catch up) which causes means conditions to occur. Lag time with Video is one problem.
Windows operating system is another. Win 8-10 are ok, but older OS's are slow. THEN we have a Video Card problem. Old cards require new drivers to keep up with changes. Some old Video is slow because the VIDEO RAM is too slow and old. Solution = a New 2018 Computer
I hope you have the cd that came with that or you made system disks. You are going to have to repair the installation. Try pressing F8 and see if you can enter safe mode.

the mail problem with those dells is the video card was not very good. you can go to dell and put in the tag number and download the drivers for it and that might help. the old dell was a xp machine and it might be the only drivers you can get for that. if you have upgraded to windows 7 there are not drivers for that in w7
first unplug all power from your computer. Next open the side panel of the desktop. Inside the computer you will see the motherboard. locate the battery ( round flat like a quarter size, silver color). Carefully ( very carefully) remove it. Wait 10 seconds and reinstalled it. This will reset all your cmos or bios setting to factory setting including deleting your password.
You need to reset it to factory defaults. Several youtube videos can help you (I have exact printer but book is put away). Have you done anything to it lately with ink cartridges and the like? may need to get some mineral spirits, take out ink cartridges, and clean contacts with swab. Try the reset first, though.
