Ecoplus Digital 120v Timer Dual Outlet 24hr 7day Timer: my timer is not cutting on when i have it set to....

Make sure your timmer is set to "AUTO" mode and that your programed times/weekdays are good, resetting the timmer should solve your issue i've had it before, these timmers do this to me once and a while. Make sure you dont have an "O" on the left of your time as this randomises off/on times by 2 to 32 mins. Press "HOUR" and "MINUTES" at the same time to toggle this option. the timers manual can be found here: Eco Plus Digital Timer

When i plug it in there is no display is it broken ?

Reset timer using reset button, and see if functionality begins.Plug timers into different outlets.Test outlets for correct polarity and that they deliver at least 80% rated value, 115 volts x 80% = 92 volts.http://waterheatertimer.org/Woods-timers-and-manuals.html#TimexMost timers have 1 year limited warranty through manufacturer.Timex timers are not made by or display on Timex website.Unknown where warranty is honored.Suggest GE, Woods, Intermatic timers since these have specific web links for warranty coverage, but you have to send timer in.This is why I suggest buying timers at local box store, then if problem occurs, buy another timer and return defect in new package, thus giving convenient extended warranty coverage. I have a one outlet

Utilitec makes 2 different plug-in timers.
Utilitec 0155671 is about size of baseball and has 5 buttons and two outlets. Programming is shown on link below.

Utilitec 0144506 timer is small and rectangular with 5 buttons and slide switch located on top of timer. This timer can turn lights on-off once a day and has 1 outlet. 0144506 Instructions are given in steps shown below.
Also see:
http://waterheatertimer.org/How-to-program-Utilitec-0144506.html

Steps:
-Plug timer into wall for 1 hour until rechargeable battery is charged and display shows.
-If battery will not charge, then check electricity to wall outlet, if electricity is good and battery will not charge, then timer is no good.
-Lamp has to be turned on for timer to work. Check bulb if timer stops working.

Press MIN until ON minute displays.

How wiring intermatic timer t51211bc

T51211BC is 120Volt timer that can be wired many different ways because there are two internal relays, and each relay has NO and NC terminals. One relay is controlled by timer dial trippers, and other relay controlled by dawn-dusk photo eye

Timer wiring cannot be fully explained with words.
Below is basic hook-up for your 120Volt wiring application, and then you can use a tester and experiment with the knob settings, and tripper settings.
http://www.intermatic.com/products/ec%204%20layer/mechanical%20time%20switches/24%20hour%207%20day/t50000%20series%207-day%20time%20switch.aspx

1) You have 4 cables:
one cable from circuit breaker box;
one cable going to photo control;
one cable going to outdoor Load (lite);
one cable going to indoor Load (lite).

2) Cable from circuit breaker has 2 wires:
Black Hot wire connects to terminal 1
White Neutral connects to terminal 2
This will power the clock motor and timer relays.

3) Photocell has 3 wires:
Black connects to terminal 1
White to terminal 2
Red to terminal 3.
Photocell turns relay on-off for Circuit B
Do not mix different size wires under same screw terminal, or smaller wire will come loose over time. Also do not mix stranded wire and solid copper under same screw terminal for same reason.

4) Terminals 4 thru 12 are 'dry'.
Dry terminals receive no power when power is applied to terminals 1 and 2.
To put power on dry terminals, so that Load will have power, attach Black hot wire from breaker to terminals 9 and 12.
So add a jumper wire from terminal 1 to terminal 9 and another jumper wire from terminal 9 to terminal 12.
120Volt power is now connected to terminals 1, 9 and 12

5) Circuit B is dawn to dusk for outdoor Load.
Outdoor load cable has Black and White wire.
Connect outdoor Black wire to either terminal 10 or 11.
To test which is correct for your application, set switch to Auto, and then test across terminals 12 and 11, and across terminal 12 and 10. Repeat test after dark. Rotate knob B to each position and repeat test.
Connect outdoor White wire to terminal 2, and this will complete the circuit.

6) Circuit A is Dusk ON and timer OFF
Indoor cable has Black and White wire.
Connect indoor Black wire to either terminal 7 or 8.
To test which is correct for application, set switch to Auto, and then test across terminals 9 and 8, and across terminal 9 and 7. Repeat test after dark. Rotate knob B and repeat test.
Connect outdoor White wire to terminal 2, and this will complete the circuit.
