Most washers of my experience have at least one programme that stops the wash, leaving water in the tub until the programmer is advanced a notch by hand when it will pump out and enter the rinse/spin cycles. I suggest you reread the instructions just to be clear whether there is a fault.

Maybe it’s a dual action agitator where top turns independently of the bottom. Gears inside agitator may be stripped out.

Since you are dealing with a gas appliance and any gas appliance could blow I strongly suggest contact your gas company and have them come out and help you with this.

you have a new washer so why not get the service agents out under warranty to fix the faulty machine ask why there was water in a new machine as that indicates not new but second hand
