I don't know exactly but if it has one it will usually be found in intimate contact with the motor. Some vacs were fitted with a bimetal breaker which is also sited close to the motor, but sometimes there is so much dust around once they open they fail to make a good contact again when the cool and close. Older vacs weren't fitted with any safety devices.

Most wet dry vacs have a ball float that blocks the vacuum when it is full of liquid. Yours sounds as if it is full or the ball has gotten stuck in the up, or blocking position.

blockage in the suction line if it is the wet mode there should be a valve (ball) that sucks up to stop water from getting to the motor when the receiver is too full. If you are in wet mode and still have the dust bag in place then the bag will be a solid block of mud and that will be the blockage.

First check if the bag is full. Then check if hose is clogged or attachment is clogged.

If the check ball is stuck closing airway, the strike the unit on top when its off, you may hear the ball drop and there try again. Otherwise, if that's not it, most like the fan portion inside to create air movement has separated from shaft of motor assembly. You may try top open top and reconnect, but if you not sure don't try this. Take a look at product info for possible replacement or back to store for advice.
